And my theory is:
We used to have a different points scale for the GPM. But for the Giro we used to change it to the Giro one. Then later, we changed the whole scale, took the one from the Giro. But Buhmann probably has a Giroscript somewhere, so for the Giro he just took it again, and we get the "corrected" mountain points, that are the same as they are anyway nowadays, but in the format as it was when the standard was different.
