I join this thread again. Agree with quite a few things, but not all.
In general: For 1 day races, all in one place really should be the way to go. As a non-programmer I don't see any programming problems either, at first sight there's nothing in the race editor that couldn't be done with the same result in the profile editor?

Mentioned there again, ok, could be cut, but doesn't bother me much either, but would keep the design-review thing. Apart from the vandalism issue, it shows the calendar gods when a race is finished as well.

That seems ok to me to have. Or good. Gipfel for example seems perennially confused when a fantasy race has an Italian city name. See Reggio Emilia (2 g!) (and Emilia is the region, so not really even the same) or Brescia. IMO good to show what the design is, fantasy or real race.

I restart at the beginning:
For one day races no need for 2 places, all in one! Add mintact, number of riders, date and time, event, and all the other things to the profile thing. Maybe rename "profile editor" to "1 day race" and "Race editor" to "stage race".
Then:
- Add "
insert partial GPX" or a more sensible name. To add a GPX file without deleting what's already there. The 3 blue things on top, add it there.

Make it less clicky Direct input! Right now to change the Paterberg from 2 to 7** it takes....click. move the mouse to the right click, delete, enter 7, move the mouse down, click, chose the cobble difficulty, click, move the mouse down, click, enter "Paterberg". Move the mouse up, click OK next. That's 6 clicks. endless mouse movements. It could be done more easily. click. delete 2, enter 7xx, tab, tab, enter "Paterberg". Basically like it used to be in the old editor, yes.
Same for the date and time all this clicking.... (now in race editor, move together)
New things:

Show suspect % Now the editor works on altitude, not altitude difference. So in extreme cases we could have 10 km of up one meter down one meter, that come out as + 1 -1 +1 -1 +1 -1 +1 -1 +1. Show that with colors on the left somewhere. Like mark it in the km column, red if the deviation is big, yellow if it's small, nothing if it's ok. Then designers can see fast where there might be a problem. Click (ok, make it clicky) on it to make the mark disappear forever in that race. (but for mistaken clicks make a "coloring reset" possible somewhere)

Add interviews. As much as I look forward to SPIH 09!.... maybe at times some other interviews might be ok. Let the designer add 1 winner interview, max 2 pre race interviews. Not easy to come up with good question, I know, but if it's left blank we still get a standard interview.
As for Stage races: Click on "Race Editor" (then named stage race) start from there, click somehwere and you land in the "profile editor" (exactly the same as the "1 day race editor" with a different name...there all the same. In the stage race editor you just give the name of the stage race, the comment for the stage race, ok, the time and event (so the profile editor not exactly the same) etc. Half stages etc. The stage race relevant stuff is on the "Race Editor" thing, stage stuff in the profile editor.
Add interviews for the GC, other jerseys.
IMO add a bonification part too. So for races with all the same bonifications, regardless of what kind of stage, you can do it there. For fantasy races you can do your own thing. Not sure where the UCI stands on bonifications nowadays, but in the past at the Giro some years the stage winner got 30" I think? Or just 20" ?
