Not getting youth rider with the highest bid

I guess this happened because the minute of the transfer was the same, but I don't think this is how it's supposed to be

As you can see here I had the highest bid on this youth rider, but Team Indonesia got him instead.

Its a known Problem when the difference at the bids is really small
