Riders selection for world championships

I have a problem with selection the riders for the U23 team of moldova. There are 4 riders with points, and 4 to nominate. But with each call one rider is not in the list of selectable riders and removed from nominated riders. It switches between Michalek Tiatrobu and Razvan Pirvu.
