Offline Rule in ITT not working

Hello,
I am not sure if it ever worked, but in todays ITT one day race. Teams that didn't show up were not dropped from the race. The teams don't appear in the race log (that online status thing) but the riders stay in the race and also get the money for the placement.
I remember it worked after some implementation (but I am not sure if it was ITT TTT or both)
