No bug. Same as always.
There's a new rider in the "youth market" every x min. Old month, join as 20, become 21 on the day change. New month join as 20.

Thats not how i remember it to be after the month change, i expected that the market gets newly filled with youth riders. but maybe i just checked earlier than usual
