How to classify climbs

Yes. In real races, it is mostly a combination of lenght of climb and steepness. Bigger races have rules on how to classify the hills. So if you design a fantasy stage race, you can think about a rule for your specific tour. In one day races, I usually choose what I want. Here sometimes even very short climbs can be high cat.
