NCs Riders with 0 Points

In my opinion Rider with 0 points shouldnt be allowed to start NCs.
We have some Farmteams riding NCs and in my opinion that is a problem.
So we should change it to the 200 best riders but at least 1 point.
Riders with 0 points also dont qualify for Worldchampionships so why should they start at NCs?
