If you want to follow a rider, do settings make a difference in the chance that you will actually follow that rider? Does it matter whether your intensity is set to green, blue, or red? Does it matter if you have fighting turned on?

No, the effort is only for your own moves.

When the 80 flat guy attack with red, and you are on green,you make the effort for the red attack following. With all chances to follow or not to follow.
