I think it is somehow because the first two really attacked, while the third was just following, so attack has priority on following.

The Point is, that it's not stated anywhere. So far, hence, it's okay if it's one of the riders he hasn't used already in the breakaway.

Yep thats's true. But it isn't as well stated that in case of a team attack you have to drop the weakest one, which is maybe something useful to have.

Or in any case we should judge a team attack just basing on the consequence that it had.
