Who care about rule 5?

I Italian I see this rule every time before any race:

5. Accordi irreali sono vietati. Ogni Manager deve agire nel modo migliore negli interessi della sua squadra. La separazione tra amicizia nel mondo reale e competizione tra squadre nel gioco RSF è sottintesa ed assolutamente prioritaria!

But seem nobody care If some teams cooperate all race trying to help each other even if the one who help in the singol race lose his chance to win.
My exaple is free team and RS Ostfriesland. I start to follow them when he cheat me at Dubai Tour. I was in with a strong train RS O with the best sprinter and free team with a train not like me but strong enough to win if RS O follow me. In addition free team bring only his strong train and not a real flat power to control last kms (even some ridiculus 50berg 60+flat) and RS O bring no train but all other riders was had strong flat skills (85+). Every day I had to work alone and only last kms RS Ost works to control if I attacked. In MS RS ost follow every day me making easy for free team anticipate sprint with his train and giving him easy win.
This is only an exaple of how they cooperate. But unfortunately, in general I can run only at their own hours, and they did every time the same tactic: free bring a strong leader but no strong helpers, RS O a weaker leader but a strong team; RS Ost work all stage and at the end follow the favo making easy for free team have a good result without work much for that.

In my opinion this behaviors are against rule 5°but nobody care about this.
II propose to remove this rule because if there is no one who controls and becomes a useless joke.

Honestly, rule 5 is a bit useless since everybody can speak with Facebook and Skype and agree there what to do in the game. Just if the thing gets too evident...

Playing badly is not anyway sanctioned, everybody can play as he feels and everyday we have teams that ride without any reason.

In this case I can't see any agreement, nothing has been written and it seems to me that Ost won a bit at Dubai and after.

I am anyway open to hear every suggestion from the community about this rule 5, I think that this problem was raised time before with RfM and his german friends.

You didn't undestand the sense of my topic.
It's a general opinion about rule 5.
You and free team are only an exaple.

If you think anything is against this rule, then go and open an extra thread for it. The rule is good and needed but hard to really execute. You would need clear proof and not just a vague idea
