Normal think not to ban at first time. He get a fine and everybody get a second chance.

In C4F normally a 3rd 4th and so on chance to be a better person.

Team Bavaria gets banned and Jockel gets the fine, as Jockel is the older team, the newer team got the Ban.

And as he could do a reset anyway, a higher fine would probably make no sense.
