Normally only 2 go into second round? This time should be 3 or even 4, I guess?

Second round: Normally the first 2 teams will advance to the second round. If it's very close more might be in, decision would be made by a committee of 3 composed of people with no submission, appointed by the dictator. 1 week vote.

I finally beat the PM system here, and appointed a highly secret (who knows, maybe I just decide by myself and the committee doesn't exist? Research, discuss, investigate, there might be a scandal here) committee of 3 people to decide how many tours will be in the second round.
If they manage to match my genius and beat the this complex PM system too, we'll have the second round vote soon. But, in a dictatorial change of the rules I'm contemplating having it run only for 5 days.
