To me your rider looks like the perfect 60-80 helper so I would train mountain and flat with 21 so that both values are as close as possible to 100% (flat will be in the 90% region I think). I think for green the stage to Lyon is crucial. If Fontaine manages to win there it is 50 points as it is declared a flat stage even with the 6 just a few kms before the finish line. The other mountain stages do not hurt as there would be enough IS on the way which Betancur could win or score points...
