I am willing to design around 7 stages.

Here's a 3-day tour in the Ardennes region of Belgium:

Stage 7: km137 should be 4% instead of 5%, for 2 reasons: 1) It is 1.2km 4,4%, so rounding off should be 4% anyway, 2) with the insignificance it has irl, I would make it impossible to sieb there anyway, to get the most realistic scenario possible.
